Medicaid provides health coverage to millions of Americans, including eligible low-income adults, children, pregnant individuals, elderly adults, and people with disabilities. You may be eligible for Medicaid now, even if you weren't in the past. The best way to know if you are eligible is to apply through Maryland Health Connection.

How do I enroll?

Enrollment in Medicaid is year-round. If you qualify, you can enroll at any time. Simply follow these steps:

  1. Apply through Maryland Health Connection
    Maryland Health Connection is Maryland's official health insurance marketplace. You can apply to find out if you are eligible for Medicaid one of these four ways:
    • Go to MarylandHealthConnection.gov.
    • Download the free Maryland Health Connection mobile app, Enroll MHC.
    • Call Maryland Health Connection at 1-855-642-8572. Deaf and hard of hearing use Relay service.
    • Visit your local Health Department or Social Services office.
  2. Choose CareFirst BlueCross BlueShield Community Health Plan Maryland (CareFirst CHPMD) as your managed care organization
    When your Medicaid application is complete and verified you will be asked to choose a managed care organization (MCO) to provide your care. An MCO is a health care organization with a network of primary care providers (PCPs), specialists, hospitals, and other healthcare providers that provide health care benefits to Medicaid recipients. CareFirst BlueCross BlueShield Community Health Plan Maryland (CareFirst CHPMD) is an MCO that participates in HealthChoice, Maryland's Medicaid managed care program.

    If you are enrolling in Medicaid for the first time or if the state has automatically assigned you to an MCO, you have the option to change your MCO once within the first 90 days of enrollment, for any reason. After this 90-day period, you will need to stay with your MCO for 12 months before making another change. You may also change your MCO once a year, or in certain circumstances, such as if you need to combine all household members into one MCO or if you move to a county where your current MCO does not provide service.

Healthy Babies Equity Act

Thanks to the Healthy Babies Equity Act, effective July 1, 2023, noncitizen pregnant individuals in Maryland of any immigration status will now have access to Medicaid coverage. The benefit will provide coverage during pregnancy and for four months after the baby is born. Medicaid will pay for many different services, not just those related to the pregnancy.
